That much I can see. They didn't have any escorts to scout ahead, only battleships, and you wouldn't send guys in a launch into the bay to scout, that's a suicide mission.

The naval battle scene was all kinds of awesome, particularly once the ships started shooting back, but it does bother me that a freaking navy wouldn't have more waterbenders aboard to fight off the planes.
