It does make a degree of sense, as bloodbending has been depicted as an inhumane and evil act; as such, it'd logically be employed only by evil waterbenders, and villains are typically going to be very powerful to the point where they could pull off bloodbending.

Agreed with Lloyd here! Firefly establishes a great cast of characters and a very compelling setting in the short time it had on screen, while bringing the traditional Whedon blend of genres in full force.
