I doubt she's pulling a double-cross here. Her betrayal seemed genuine, and if she was willing to break completely with her father in the first place it'd be rather odd for her to flip back later.

Actually, he looks pissed when he walks away, which I took to be foreshadowing of Hiroshi's hatred of benders; his staff shares his sentiments regarding bender abuse of non-benders.
