Give a shot to Unity and C#! It's a great tool, I'm learning it right now, and it's very intuitive and fast. It also exports to Flash SWF files.

I think you should try Black & White (the first one) if you have not played it before, also, Molyneux games before that also fit the civ building/god sim genre, since he was prominent in it's emergence.
