The first 3 cops to get to him were looking to make sure he was OK and probably about to help him up. Then the cycle cop with the white helmet showed up and decided it was a good itea to put a knee to his back, stuff his face into the pavement and cuff him.

If he were a suicide bomber they’d all have been dead already. And if not, a very quick pat-down would have eliminated any doubt. They didn’t need to tackle the guy and cuff him face down on the street like he just robbed a fucking bank.
