I've read a significant portion of Baxter's work (though I will be ignoring this Doctor Who book). Like @avclub-3e00a61c5a71e91292bff03321bc8255:disqus chase said his characters are weak, especially in his earlier books, but he's got a much better handle on them in recent years.
