Ehh, to be fair, you can write the apps for free, the fee is really for the publishing and hosting of the apps.  It also helps keep the quality of the apps on the app store a little higher, as no one wants to pay $99 to publish a Hello World app.  I'm not really a fan of the fee, but it's not a showstopper for me.
