I've heard better things about IO than Second City. But it depends on what you're looking for. Second City casts a wider net, so it may be better to meet people. IO tends to attract people who are more serious about improv as an art form.

It really depends on the field. I'm interviewing in a creative field, so I can wear bright colors, and it's actually good to be fashion forward. If the field is conservative, go with conservative.
