There’s any number of villains that they can use to do intimate 1:1 scale high stakes movies with. Doom, Korvac, and the Beyonder are all characters who have sole motivations that don’t necessarily involve fighting giant armies.

I do feel that you’re right about the character/action dynamic, to the point where I feel the action scenes in Marvel movies are in danger of becoming (or already have become) bland and uninspiring. Thor Ragnarok gives some hope as it adds some style, whether you liked it or not.

Nothing about Culber’s resurrection is any sillier/harder to stomach than Spock’s in Star Trek III. I don’t think it’s as big of a deal as you make it out to be.
