Nothing about the concept of the show has changed with Fuller's departure. Fuller just left as the major creative force after designed the show's premise and ideas- he's still on the show as EP. He even still seems to have screenplay credit for the first episode from what I can find.
It's mostly a reaction to how alien Star Trek wasn't. Prosthetics and CGI have advanced a ton since the 80s/90s (and way, way beyond the 'paint people green' of the 60s) so why not diversify the aliens?
