No one is even REMOTELY close to what you are referring to.  For fuck’s sake we are years away from a viable AV acting on a standalone basis (and that assumes non-hackable systems, a very poor assumption), much less the interop/handshake/etc issues that will mushroom when you want to slave multiple AVs.

Dream on...AVs are so far off from reducing traffic.  For starters they will be mandated to go the speed limit and for finishers, their algorithms will mandate much more conservative follow, lane change etc for decades.

Speed limits stopped being about safety a long time ago.  They exist first an foremost to generate additional revenue for insurance companies, and secondarily to generate revenue for the state.
