The suspect has full on admitted he wants to reoffend, and will more than likely reoffend any chance he gets. How in the world, would house arrest…

He’s technically not being punished, he’s being treated. Ideally, at some point he’ll be able to manage his condition so that he’s no longer inclined to crime.
