As an alumnus of the U of I and knowing how these things work, I can promise you it was the KKGs themselves that made this banner. And that the sororities made all of these banners themselves and gave them to the fraternity to hang on their house.
Speaking purely from my undergraduate experience about ten years ago, I remember when the Sigma Chi chapter at my school accidentally killed a pledge, left him in the house all night, and then as a result the entire campus became dry (as it still is today). Thanks, Sigma Chi, you suck.
