NASL and USL had both been classified as second division leagues. USL is a lot more integrated with MLS and has actually had some teams that were promoted as MLS expansion teams. Whatever reason US Soccer had for granting NASL a waiver has since gone away.

MLS is basically run as a Ponzi scheme, and these other leagues are aspiring to be as successful as them.

FC Cincinnati has a good thing going. They also do less than $1.2 million in revenue a year.
