Not sure where there’s more recent data, but here’s data through FY 2013 on overall receipts and grants. From FY 2009 through mid-FY 2013, there were over 35,000 U visas granted.

Okay, that makes sense why your numbers are so off.

Where are you getting those numbers? Because either they’re made up, or (more likely) you’re reading a chart or table completely wrong. USCIS hits the statutory cap of 10,000 U-1 visas (primary applicants) every single year. Here’s a press release from a previous year:
