The entire point of the sponsor agreement is that the sponsor agrees to take over the direct control of the child’s welfare, and HHS is largely freed of its responsibility.

It’s unclear. Apparently the 1,500 number comes from HHS conducting 30-day follow-up calls to sponsors. I don’t know whether or not those were happening before Trump came to office.

what I don’t understand is how sponsors who were “extremely vetted” by ORR/HHS could be undocumented? Wouldn’t this have disqualified them as sponsors from the get-go?
