I think a lot of it is that Rowling’s work and public persona were so steeped in “niceness.” Her whole thing was about being an outsider and accepting all kinds of people, so her turn towards TERF-dom felt more jarring.

They get banned by the individual airlines on which they commit their offense. There is no national “no-fly” list for bad passengers the way there is for brown people.
