What's the problem here? They didn't have stock available for everyone, so they chose a method that rewarded their customers and probably also cut down on scalping. They probably got more consoles in the hands of gamers who actually wanted them than went to people who just want to flip them.

I like how you assume that implementing a polished, fully-functional third-person mode is somehow a trivial amount of work that the developers were just too lazy to do. I think the issue is the CDPR essentially still is an indie company. The Witcher 3 was huge success beyond their wildest imaginations.
