Parking an electric car is not even close to the equivalent of letting a gasoline vehicle idle all night. If what you’re implying was true an electric car would wind up with a completely dead battery after a few days of being parked, which isn’t the case.
Here’s the real question. Would GM be looking at a $49 billion dollar fine if they’d done it instead? The US has a habit of going after foreign car companies harder than domestic.

If there’s sufficient space for you to move over without needing to decelerate, that’s exactly what you should do. The #1 lane is for overtaking, not cruising. You don’t need to be darting in and out if the lane is congested, but if it’s relatively clear, move over.
If you are holding someone up behind you, you are impeding the flow of traffic, no matter what speed you are going. Move OVER! Let faster people pass. Then go back to what you were doing.
