They are not going the way of the dodo in America, in fact, in the last year, a LARGE number of ISPs (like AT&T, Mediacom, etc...) ADDED data caps (where they had none before). Its becoming more and more common here, rather than less common, as if we are going backwards in time!
This! Every ISP where I live (Like AT&T) recently decided that unlimited was too much, so they capped at 150 GB WITH NO HIGHER PACKAGES! Because they choose to limit the game on the consoles (PS3 has games, like UT3 that have mods) that somehow makes the PC better? The developer is lazy, and this is why Skyrim on the consoles doesnt have mods, not because they are consoles.
The PS3 supported mods (Look at UT3 for a great example), Skyrim on the PS3 did not. Its not about the console supporting the mods or not, its about the developer supporting them on the console.
You say abysmal without ever playing it, but I put countless hours into Skyrim on the PS3, multiple characters in multiple runs through the game, and I had no issues with it.

There has always been ways. Unreal Tournament 3 (PS3), a very very early PS3 game had mod support.
Unfortunately "upgrade fees" only work when the game is digitally distributed. I know that for the PS3 at least, there was no digital Skyrim, and I doubt many people bought it digital on the 360 (IF the 360 had it available), so this would not really be a viable solution for most of us.
Because its not fun to have a collection of consoles in your living room and its even less fun to have them sitting in a box that you have to pull out everytime you want to play a game on it. If you are trying to phase out your previous generation console so your entertainment center doesnt look like a cluster ****, then an option for a shinier version is nice. Also one would *hope* that they would have a large number of the bugs fixed in a newer version as well.
Its all a matter of taste. I despise "mods" in every way shape and form. So the only tangible benefit the PC version has over consoles, is rendered moot.
Also its worth noting that I am not calling for Nintendo's failure. I could care less if they continued in the hardware business. But their investors have been pushing them to release their first party games on other platforms for the past decade. It doesn't seem like they will do that unless they fail in the hardware…
