I think a woman has a right to withhold rapists' names. Given the negative backlash that women receive when they report these types of incidents, it's actually quite understandable that they don't want to report it. If they were publicly protected when reporting, I might think that they owed more back to the public.

The definition given in the article is almost exactly the one I first heard in the late 80's.
