Actually if you look at the history of the 2nd amendment and it's interpretation the current one dates back to a SCOTUS ruling from the 1970s. Before then the general interpretation was that militias really meant State organized military groups, not every single individual.

The problem aren't guns, it's how culture sees guns. Lot's of countries have a high gun ownership without the constant killing spree. So clearly, it's not the guns but the culture that surrounds guns that is the problem.
