The real problem here is just a shit process. Why give them money at all? Just setup accounts for them at the bookstore and set them to only allow for book charges. Then the account balances are sent up to be paid for by whomever covers that. Then you don’t have to bother with leftover money going anywhere at all.

I would think that if you want to stop this kind of thing you focus all your power on crushing the hospital and the person/persons who leaked it. If you make an example of them you might find that it decreases the chance of it happening in the future.
