I am not saying that at all. I am saying that breasts are not a requirement to be a woman, and if a woman (trans or cis) wants a pair they can go ahead and get them, as I said they are not cost prohibitive.

I didn't put it that way, other people that replied to me put it that way. I also clearly stated that having breasts does not equal being a woman, as there are many women out there with zero breasts, should these women be granted breast implants?

I thought I was clear enough in saying there is a difference between an accident/illness and preference. Yes I do think it should be covered, just like reconstructive facial surgery should be covered if one is in a car accident, but nose jobs should not be covered to fit in.
