It was the city who has proposed a 1/3 to be paid by the Falmes, 1/3 to be collected through a ticket surcharge, (which should be Flames money), and a 1/3 paid by the city...but basically paid by the city as a “loan” to be paid BACK to the city through rent and taxes..which ultimately means the Flames end
