FreeCiv has a working multiplayer mode. Some aspects of it are like Civ II with a smarter AI, but it does have a true multiplayer mode.

I have an original Civ II CD, and it will run on XP. That said, FreeCiv also runs on XP and it plays like Civ II, but more difficult.
