This is pretty normal for a California car. I have a 1955 Mercury out here and the underside has at best, some small signs of some surface rust. The dry weather along with no snow tends to really preserve things. So its not unusual.

I don’t know much about these. But the fact that both the engine and transmissions have had major work done at what I’d consider not exactly super high miles suggests these are not cheap to maintain. Go with a used Land Cruiser instead. ND.
