In order to have any meaningful amount of travel, this would raise the center of gravity of the boat considerably... A v-hull is much less stable with a high CG than a catamaran style hull is.

Just a note about your chart: The Washington Post currently reports there have been 508 people shot and killed by police only 7 months into 2017. That’s a hell of a jump from the 8 in 2013, which should raise a red flag on those stats.

Police brutality goes far beyond killing people.
