I really and truly don’t understand what you have against rotoscoping. 

Actually watching the trailer I bet that the PG-13 is because the mom smokes.  It’s ridiculous how puritanical Hollywood and the ratings board has gotten over showing smoking on screen. 

It’s Linklater, so there’s probably some casual swearing, along with the hippies Frank mentions

I suspect the PG-13-ness is due to the presence of hippies (as shown in the trailer). There may be a scene where you see them smoking joints or something.

I’m 52, so I’ve experienced decades of pop/rock music. Even in the 1980s, half the stars were just famous for their looks or because they were heavily promoted. We’ve just forgotten the bad ones (except in cases like Milli Vanilli where they were amusingly bad).

Some are.  Some aren’t.  What’s changed is that the level of fame accrued no longer seems to correlate with the level of talent.

That’s how I found out about her. Was looking for a totally different cow-related song, and that popped up in the search results. Had no idea whether it was supposed to be a gag or not, but I instantly knew for sure that I was a fan.

Entirely possible too. Either way, one station isn’t cheaper than another beside it’s “less greedy.” No station is charging what it is for altruistic reasons. 

I really don’t think that they are trying to run two major branded stations out of business. More than likely they’re selling at or very close to cost in order to drive business into their conveniently located grocery store.
