What is a cuticle exactly and why do people talk about them all the time? What does one do to one’s cuticles that is important?

I’m trying to post a picture of my nail success but I’m not sure if it will show up because greys. But they don’t look half bad and I only had to give it two tries! Also this polish is very opaque and I’m not sure if it is supposed to be white-ish or clear-ish:
