From a tech point of view the solution, for those makes and models without a manufacturer-provided modem upgrade, is simple: 3G to 4G/5G femtocells.

Jason, this is no different than Lotus using adhesive and custom aluminium profile/tubes. This is no different from using carbon fiber in subframes, or worse, full carbon monocoques.
