No, it's for screen readers. People with vision impairment regularly use screen reading software to navigate the web. The detailed image descriptions are read aloud. I regularly write these sorts of image descriptions, and use Jaws and other screen reader software to test our online content.

I design and produce content for an education company, and quite a bit of our descriptive text for images is like this - it's a requirement for people with visual impairments. I do the writing, and it's edited by accessibility specialists.

Looking around at other images on Today, it looks like they provide descriptive text for many photos for accessibility reasons. We're do that at my job for people with vision impairments.
