Your court most likely has a list of newspapers that are approved for publishing legal notices. The cost for publication can vary greatly between

a) that is not a legal requirement in every state and not in her state, b) that's no reason why it should be reported here, a forum that has an editorial style guide about how trans issues are supposed to be discussed in an article.

I'm uncomfortable that we're even discussing this story. I'm glad that Karen seems willing to discuss her transition and seems happy, but it doesn't seem to me that this should be a national news story. Karen Scot isn't a celebrity or public figure.
