The loot boxes in Shelter gave out permanent items, weapons, clothing etc. The kinds of things you’d expect to see in loot boxes.

Only the two “towns” that lead into the open world instances, Cetus and Fortuna. When you choose to go to either a list pops up with the number and an idea of how populated it is, empty/calm/busy.  All other maps you’re just automatically loaded in with whoever you’re matched with.
