No... you literally can’t primary a man who is going to retire. He had to literally be begged to not end his career this year and stick around for just one more term so the Democrats didn’t have to worry about fielding a new candidate in a red state in an important year.

So as a liberal if you had the choice you’d rather vote for a Republican who will vote against everything you believe in, but do so on principal... rather than vote for a Democrat who has to occasionally vote against your interests in a fight they couldn’t win anyway?

So your solution is to encourage West Virginians to teach him a lesson and vote republican or not vote at all and gift the GOP a seat?
