All bourbon has to be aged in a new barrel. That is US law. They then sell the barrels, mostly to Scotch distillers. When they are done in Scotland they often get shipped to the Caribbean to age rum, and then to Mexico for tequila. Many barrels get used for 80 or 100 years or more in this way.
