Someone told me they like it because they can offer a different cup of coffee - like different flavors, decaf etc - to guests without making a pot for each. They couldn't just pretend - there's records stored of when the underage users signed up. In order to upload the ToS they'd have to release a new version of the app and all that data is stored on the App Store/Android market etc. It'd be easy to see how many people signed up before that ToS.
