I believe this is a requirement in Europe that cars must have a Country identifier if driven in another country. Modern European number plates integrate this on the far left of the plate. https://www.worldstandards.eu/cars/oval-stickers/

We don’t use those tags anymore since 1998. The initials of the State are now on the plates.
