I play BF4 on PC and the only time I experience 'rubber banding' it is on a 64 player server. But since I dislike the chaos on such servers I tend to play on 48 or 32 player servers and thus aren't affected much about it.

So sad actually there never was a Mashed 2. Me and my friends still play the original occasionally.
