Catalytic converters decrease gas mileage and horsepower. Google it if you doubt this. It is common on non-street legal performance vehicles to remove the cats. And are you extracting any water from your exhaust? Are there buckets of water just trailing out from your tailpipe?

SkipFletcher is correct. A catalyst on the exhaust will not provide better fuel efficiency. It has nothing to do with that aspect of an internal combustion engine. Any water vapor recovered from the exhaust would still need external purification.

If it weren’t for emissions laws, no one would have catalytic converters even today despite the environmental effects. People are just too short sighted. What makes you think they would care in a lawless dystopia? There would need to be an immediate functional reason.

Fixing the hole in the ozone is a lot easier than fixing global warming. With global warming, you have to change the whole infrastructure for how energy is generated and delivered. Ozone only required phasing out a few chemicals.
