Kroenke was required to let either owner buy into the project as a partner. But that full equity will cost either owner a billion dollars plus the $550M to the league, so it seems doubtful either could come up with the scratch without outside financing.
That’s already been negotiated. Kroenke is fronting the infrastructure costs (roadworks, utilities, etc). The project will be reimbursed for some of these costs by Inglewood after the project starts generating at least $25 million a year in tax revenue for the city.

No, it was reportedly Mike Brown, the owner of the Bengals (confusing, I know). But he later confirmed that he voted for the Inglewood proposal.
No, in the end I think they voted for it as well, since they negotiated the final agreement.
It was too late by that point - they had been lowballing for years. Not to mention that the public payments they promised might yet get yanked by the state, and even if they went through there was still a $100M hole in the financing.
