You comment isnt really relevant to the topic of whether or not people know of Gmaps. Simply seeing someone use a map is not an indicator of an answer to that question. You seem to really be stuck on the subway when the OP only mentioned it as 1 example of the things he sees.
There are a shit ton of reasons to not use

A QR code to scan in the city would be a GREAT way to compensate for GPS wonkiness as well. The QR code would relay exactly your coordinates to your phone, operating much like those cool Survey Markers you can find from time to time, bolted into the ground.


Several things at play.
1. Not everyone has a smartphone to utilize Gmaps
2. Even in NY, Gmap can be frustrating when your phone cant pinpoint exactly where you are. (tall buildings, bad radio transmission, etc) 
3. The compass in phones can get wonky and not everyone knows how to fix.
