I absolutely agree that the bail system is flawed and unfair, but I know of no alternative that definitely works better for almost everyone.  Even if alternatives keep families together, they may cause crime to increase.

Army instead of jail would be a tactic that is often used by judges for other types of crimes in some states. But, it might easily be construed as racist just as easily as jail is. And the Military would only accept people with moderate or no previous record of criminal conduct.
