I think she was taking a long-shot at being the next Bachelorette. They just can’t cast a 23 year old woman in the role - it’s way too creepy to watch a bunch of 34 year old dudes hit on her.

The producers seem to want a decent mix. The show (both Bach and Bachelorette) generally follows a 3-phase storyline and they need different characters for each stage:

For no good reason at all, Nemesis bugged me for the continuity error/half-hearted retcon with Data, in a way that for some reason neither NuTrek or ITD really did. Above all, it just felt like no one wanted to be on that set anymore, and it translates into the movie being both loud and boring.
