I’m pretty sure the issue is the excessive bulk of calls, not what they were about. Companies may use robocalls to collect a debt, but calling 10 or more times a day is harassment.

Based on the Description they were calling her before the debt was due. Payment was due on the 5th but the contact allowed fro the 5th to the 15th. It sounds like the moment money as not there by the 5th she was getting inundated with calls.
