The point of insurance is to spread risk. Governments own enough assets that risk is already spread. Most large organizations don’t hold insurance on their largest assets. Third party insurance by the contractor wouldn’t cover the materials or art. It would cover compensation for injury or death.

The Catholic Church doesn’t own Notre Dame. The French Government does. There’s no way to insure that. Notre Dame is not just a Catholic Church, it’s not just a French tourist attraction. It’s a work of art, and art has historically been supported by the privately wealthy.

The difference in all of your examples is that you’re talking about adults that know better. Babies have one method of communication, crying. If you don’t like the existence of other humans, stay out of society. 

I flew with my son (now 3) at 5 months and again at 15 months. I was so grateful for the kind people that reassured me it was okay.
