The last of us is very different from fallout. Pretty much all reviewers pro or amateurs talked about was the story as if it were a movie. So in that case, story dictates the review scores. Trolls and butt hurt fans knew exactly why they’d hate that game, and no amount of gameplay time would change that.

I don’t see why not, there are very popular games called grand theft auto, mafia and assassin’s creed. It’s only fair to describe crime simulators by their genre of crime.
