You most definitely can insure race cars for accident damage, expensive, but if you are a smaller team it’s probably worth it.

I don’t think you’d need a full cage, just a reinforced safety triangle to minimize impact and/or load on the driver. 3 unconnected posts won’t negatively impact handling characteristics.
