I see several of these a week in the Seattle area. Not sure if any are manuals, but they're not uncommon here. Uncommon cars are common here though.

Same here. I get an average of 12 up, which isn't terrible relatively speaking, but it sucks for heavy Plex users like me. I could care less about anything more than 25 down, it's the up speed I want and cannot get without paying $200+ per month for a commercial connection.
