Certainly people should pay attention. But most car-pedestrian accidents aren’t because someone stepped in front of a car that didn’t have time to stop.

And how about drivers look up from their cell phones long enough to notice that there are pedestrians in marked crosswalks that they have a legal obligation to stop for?
